NATO and Ukraine declare a neutral zone on Ukraine border for the refugees. NATO & EU countries keep supplies coming daily. You are the closest supply lines.

Democratic countries apply new sanctions everyday. We must make the cost high enough Putin (the weak) retreats before using more terrifying weapons on civilians.

Consider a member agreement opt-in where countries in need can designate a neutral zone for humanitarian use NATO can enter. It gives refugees the ability to be safe within their own country, is a deterrent to attackers and helps against border overload.
